About Us

The Northeast Florida Utility Authority (NFLU) works to support and coordinate essential utility services throughout Nassau County. The Authority brings together experienced staff and specialized partners to oversee utility planning, coordination and infrastructure projects. NFLU collaborates with electric, water, wastewater, reclaimed water, natural gas, stormwater and solid waste service providers to meet the community's current and future needs while promoting safe, reliable and efficient utility services.

COLIN D GROFF, P.E. - EXECUTIVE DIRECTOR
Colin Groff has over 30 years of experience leading various utility agencies throughout Florida. His experience includes infrastructure improvement programs, utility operations restructuring, contract operations, technology enhancements and general utility management providing effective and efficient service delivery. He leads the Authority as it coordinates services for all residents.

GARY DEREMER - PRESIDENT AND CEO
Gary Deremer leads U.S. Water Services Corporation which has a workforce of over 1,000 employees spread across 15 office locations, delivering services in 22 states. As Founder, President, and Chief Executive Officer of U.S. Water Services Corporation, Gary brings more than 30 years of progressive experience in all phases of water and wastewater treatment and management services. He is responsible for the overall business operation, strategic direction, public relations, and long-term sustainability of the company while providing expertise relative to system startups, management of municipal and private systems, professional consulting, rate case and capital improvement planning, technical diagnostics, treatment process operations, and construction.

Bill Sundstrom practices law in the areas of utilities and public finance. Mr. Sundstrom represents cities and clients in negotiations involving the expansion and financing of water and wastewater utilities, and also serves as lead counsel on several billion dollars of private utility and public utility financings.

ROBERT ORI, CPA - SENIOR PRINCIPAL CONSULTANT
Robert Ori has over 30 years providing financial consulting services including utility revenue sufficiency and cost-of-service studies for over 175 local governments; preparing financial feasibility and disclosure reports for approximately 95 transactions totaling over $8 billion in proceeds in the traditional bond market, state revolving loans and rural development loans; financial due diligence evaluations for over 35 utility transactions; and developed specialized rates such as low and high pressure reclaimed water rates, raw water rates, conservation rates, wholesale service and emergency service rates, development charges, and miscellaneous customer service rates.

SCOTT A. TOWLER, P.E. - SYSTEM MANAGER
Scott Towler is the System Manager for the FGUA. He brings a broad, diversified strategic experience managing small, medium, and ample government water and wastewater infrastructure systems and projects with extensive expertise in supervising cutting-edge design and design/build projects, including pump stations, piping systems, and water/wastewater treatment facilities. FGUA currently provides services to Amelia Island through the FGUA Nassau Amelia Utilities system.
